Not receiving emails

I am not receiving some of my emails. For example I was sent a email almost 2 hrs ago and I have not received it.

To? From? ISP? Service? Email program?
I will suspect we're talking about Windows live Hotmail and you sent the message
to yourself at an ISP email account.
Contact Hotmail support - http://support.live.com and your ISP support. One or
the other domain may be on a spam blacklist.
