I thought I had lost them and found that I was not totally logged in somehow.
Top right corner of Windows live mail should show your email address...mine showed Windows live Sign in...clicked it and signed in. Voila...all contacts were back. Hope it's this simple for you.
Go to your actual hotmail.com account and see if they are still there.
